WASTE WATER OPERATOR I

Salary:
Operator I - $15.97/hour + $.14/hour Class “C"
Job Summary:
-
Assists and
follow directives of Crew Leader and Wastewater Supervisor.
-
Monitors
control panels and adjust valves and gates manually or by remote
control to regulate flow of sewage.
-
Observes
variations in operating conditions and interprets meter and gauge
readings and tests results to determine load requirements.
-
Starts and
stops pumps, engines, and generators to control flow of raw sewage
through filtering, settling, aeration and sludge digestion
processes.
-
Maintains log
of operations and records meter and gauge readings.
-
Collects
sewage sample and conducts laboratory tests.
-
Monitors
operation of plant and makes necessary changes to keep operating as
directed by the Crew Leader; maintains compliance with Texas
Commission on Environmental Quality regulations and permit
requirements.
-
Operates and
maintains power generating equipment to provide electricity for
plant.
-
Serves as
“essential personnel” and remain available for immediate call-in due
to any natural or man made disaster, or any other event the Director
of Public Works, Assistant City Manager, or the City Manager deem
necessary.
Education, Experience and Licenses:
-
High school
diploma or general education degree (GED) is required.
-
Two (2) years
experience in Waste Water Treatment, Waste Water Collection, Waste
Water Lab, and Water Safety.
-
Texas
Commission on Environmental Quality (T.C.E.Q.) License: Class “C”
Waste Water Treatment or the ability to obtain within one (1) year
of hire date.
-
Valid, Class “C” Texas Driver’s License.

GENERAL SUMMARY
This position is responsible for the
planning, organization, management, and implementation of field
functions and comprehensive administration in the streets, water, and
wastewater departments. The position supervises the public works staff
with oversight of operation and maintenance for all water operations,
wastewater operations, and streets operations. Work involves planning,
organizing, directing and coordinating all public works activities. Work
includes responsibilities for determining major departmental policies
and the planning and implementation of those programs.
The
Director is responsible to ensure compliance with applicable State and
Federal regulations relating to Water and Wastewater Operations as well
as for those regulations related to Streets.
SUPERVISION
General
supervision is provided by the City Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES
-
Oversees and monitors the daily
operations of the Streets, Water, and Sewer Departments, i.e.,
selection, assignment, scheduling, interviewing, hiring, evaluation
and discipline.
-
Administers the daily signs, streets,
and drainage operations, and ensures adherence to state and federal
regulatory practices in all division activities.
-
Reviews in-progress and completed
maintenance projects, establishes priorities for short-term and
long-term projects and coordinates implementation.
-
Specifies and reviews planning for
future needs relating to improvements and development.
-
Evaluates and authorizes all repairs,
equipment maintenance and repair, and vehicle maintenance and
repair, anticipates maintenance needs and other services and plans
for availability of equipment, personnel and materials.
-
Maintains equipment, materials, and
supplies inventory, to include ordering and development of
specifications where applicable, also develop and implement
maintenance programs for facilities, equipment and vehicles.
-
Administers contracted projects for the
City as directed.
-
Responds to emergencies, and assists
personnel under charge in all facets of tasks performed as needed.
-
Ensures the proper instruction and
training of personnel under charge in methods and procedures, proper
use of equipment, preventive maintenance, and repair.
-
Maintains current knowledge of trends
and developments in the field, and facilitates application of such
as appropriate.
-
Required to report for work punctually,
work all scheduled hours, and any required overtime as deemed
necessary.
-
Must maintain a physical condition and
standards necessary for the proper performance of duties, with or
without accommodation.

Establish and maintain compliance with
all applicable rules regarding Water, Wastewater and Streets
Department.

Assists the City Manager in developing
the operational budget for the Water, Wastewater and Streets
departments.

Review
and update Technical Standards and Specifications Manual regularly

Respond to public inquiries,
investigate and resolve complaints, or refer to appropriate
individual or department for resolution.
OTHER DUTIES AND RESPONSIBILITIES
-
Maintains and assures accurate records
relating to the repair and maintenance of water lines, sewer lines,
streets, drainage and all other systems and equipment, including
pump stations and lift stations.
-
Assures proper operation of pumps and
controls, correct injection and usage of water and wastewater
chemicals.
-
Evaluates traffic signs and traffic
safety through communication/interaction with various entities,
i.e., the public, the Police Department and City Hall personnel.
-
Participates in inspections,
maintenance, and repair of all water lines, sewer lines, valves,
water hydrants, and streets throughout the city.
-
Performs physical labor to assist in
completing Public Works projects and regular maintenance and
repairs.
-
Assures complete and accurate testing
and reporting of water and sewer samples.
-
Provides information to and
communicates effectively and amicably with other city departments,
engineers, county, state, and federal agencies.
-
Performs any other tasks, as required
or assigned by the City Manager.
SKILLS, KNOWLEDGE & ABILITIES
-
Knowledge of state laws pertaining to
Public Works operations.

Knowledge of regulatory practices and
reporting requirements for water and wastewater operations.

Thorough knowledge of the principles of
effective administration, to include planning, evaluating,
directing, and supervising.

Knowledge of concrete/asphalt mixtures
and testing procedures.

Knowledge of materials, methods, and
equipment utilized in the operation, construction, maintenance, and
repair of water and wastewater distribution and collection systems.

Knowledge of record keeping practices
to ensure water and wastewater records are maintained.

Working knowledge of personal computer,
including use of Microsoft Word, Excel, and Outlook Office (email).
PHYSICAL REQUIREMENTS/WORK
ENVIRONMENT
-
Some tasks involve physical effort,
i.e., standing and walking, or frequent lifting of items weighing
between 5-50 pounds; or minimal dexterity in the use of fingers,
limbs, or body in the operation of shop or office equipment; may
involve extended periods of time at a keyboard or work station.
-
Some tasks involve the regular, and at
times sustained, performance of heavier physical tasks, such as,
walking over rough or uneven surfaces, bending, stooping, working in
confined spaces, and lifting or carrying occasionally of very heavy
(100 pounds or over) items.
-
Some tasks involve the frequent use of
coordination and manipulative skills in performing a variety of
tasks with full range of hand and power tools and shop equipment; or
the skilled and complex operation of heavy equipment, requiring
adherence to exacting standards of depth, grade, dimensions, and
contours.
-
The work environment ranges from a
climate controlled office setting to outdoors in all types of
weather, many times in awkward positions and in confined spaces.

MINIMUM EDUCATION, CERTIFICATION, AND
EXPERIENCE REQUIREMENTS
Education: High school diploma
required.
Certification: Minimum of a Class
“B” water and/or wastewater license/s.
Experience: Minimum eight (8)
years of progressively responsible experience in the field of Public
Works, including five (5) years which shall be in a supervisory
capacity, such as Crew Leader; or an equivalent combination of
education, training, certifications and experience.
Must have a valid Class C Texas Drivers
License and good driving record.

Organizes and manages public work capital improvement projects including

Reviews subdivisions. Requires a bachelor of science degree in
engineering from an engineering curriculum accredited by the

Structural or Transportation experience preferred. Position requires 4
years of civil engineering experience. Official licensure as a
Professional Engineer in the State of Texas is required. Requires

SURVEY SUPERINTENDENT

to lead the Survey Services Division. The candidate will supervise,
assign, review and participate in the work of employees responsible
for performing boundary, preliminary construction and as-constructed
surveying.
The ideal candidate is a highly
motivated individual who has a strong background in construction and
land surveying; project management; strong interpersonal and
leadership skills; and excellent communication skills. A thorough
understanding of local government surveying is a plus.
Requirements include a Bachelor’s
degree from an accredited college or university with major
coursework in land or construction surveying or related field with
six (6) years of responsible construction and land surveying

experience. The possession of license as a Registered Professional
Land Surveyor (RPLS) in the State of Texas is required. GPS, CAD
