We had the first LGPP Update Advisory Committee meeting on June 20, 2013.


During this meeting, we were introduced to the committee members and the TxDOT LGPP department staff.  The Action Plan is to meet every other month through December, 2013 and have a completed update in place by February or March of 2014.


Our role as committee members is to comment on proposed changes and offer suggestions/concerns from the group we represent.  The TxDOT LGPP department also plans to invite participants to join “Work Groups” that are directly involved with the LGPP program to share their feedback.


The attached is a questionnaire that has been distributed to the committee members.  We have been asked to request feedback from our group and forward to the TxDOT LGPP department.  Please take a moment, or two, to complete the questionnaire and forward the completed form to the TPWA LGPP Update Advisory Committee representative, Leah Garrett at lgarrett@killeentexas.gov or call her at 254/501-7083 with questions or comments.

LGPP Update Advisory Committee 6/20/2013



On August 15, 2013, the LGPP Update Advisory Committee met at the TxDOT offices in Austin.  The attached  presentation depicts what was discussed.  The new format for the LGPP online is going to be process based; you can see more at http://www.txdot.gov/government/processes-procedures/lgpp-manual.html .  Meaning:  there will be lots of buttons to drill down to information.  Very exciting!


Please note that an early update to the LGPP Manual is going to be released around the end of August, 2013.  Included in the update is an online version of the TxDOT Best Practices and a change to the EEO referencing the Form 1391 that is due each year for activity in July. 


Another point of interest is that FHWA is planning a Webinar for September 24, 2013 from around 1:00 p.m to 3:30 p.m.; the location has yet to be determined.  (please see 2b. below)

EDC 2 LPA Exchange Invitation





The LGPP Update Advisory Committee met on October 16, 2013 in Bryan, Texas.  TPWA representative, Leah Garrett, attended via teleconference.


The projected LGPP update for August 31, 2013 has been released and is available online.  A Summary spreadsheet includes:  current regulatory reference, brief description of changes, new applicable laws/rules identified, and comments.  A new version of the Summary of Best Practices has also been updated and placed online; these are available in CD format.


Some items worth noting are:  Requirement for TxDOT pre-approval of selection process for professional services procurement requirements if requesting reimbursement, DBE goal language consistent with MOU, EEO/Title VI clarifications, process to request additional Davis Bacon wage classifications, Quality Assurance Plan (QAP) requirements, Checklist, and Summary of Best Practices Update available on txdot.gov.


The next committee meeting will be on December 17, 2013 from 10 a.m. – 12 noon in Austin, Texas.  Discussion questions are:  1.  Do LGs fully understand federal requirements which will be added to their project when they seek federal funding?  If not, how do we overcome this?  2.  From LG perspective, what are advantages and disadvantages of having to use TxDOT specs and bid docs vs. using LG specs and bid docs?  Please review the questions and send responses to Ms. Garrett.
